I have had this scooter since about 2001 and now it wont start, i haven't used it in about a year. It has old gas, new carburetor, i don't know about the spark plug, and there is a button on the bottom that looks like some kind of fuel injector. So here are my questions What is the strange little air-filled button used for? What is the ratio of gas to oil and is there anything else i can do after i fill it with new gas?

Wow! sounds like you've totally forgotten how to use the thing!
The air filled button is your priming bulb. It's a little pump that initially gets fuel out of your tank and into the fuel line.
Pump it a few times to get the fuel flowing, then you can pull the cord to start it.
Fuel to oil ratio is usually two ounces of two stroke motor oil to a gallon of gas. The viper tank is just below a gallon. It doesn't hurt to put a little more oil in it.
After putting in fresh gas, you should check the spark plug. Either get a new one or sand off any crud and re-gap.
Adjust the carb to the desired fuel richness until it runs well.
If it's been sitting for a long time, your fuel lines may have become brittle. they might have cracked off and you won't get any fuel at all!. they are easy to install and relatively cheap (a few dollars - definitely under $10). Just pull off the old fuel lines and slip on the new ones.
